Eloïse Gabadou

Eloïse has designed tech-enhanced democratic processes for governments globally, advised international organizations on participatory practices, and now focuses on community-driven AI governance and auditing systems.

Since 2018, Eloïse Gabadou has had a proven track record of designing and implementing tech-enhanced participatory and deliberative processes within governments (e.g. NYC, Brussels, European Commission).

As an experienced democratic innovator and analyst, she has collaborated with the OECD, the French Development Agency, and Open Source Politics, specializing in participatory and deliberative practices, emerging technologies and data governance. She’s also been an advocate of democratically and ethically-governed technologies at international conferences (e.g. g0v Summit, Decidim Fest).

She has co-written reports on democratic innovations in the Global South, emerging technologies and citizen participation, and the institutionnalisation of deliberative practices within governments. Since 2024, Eloïse focuses on AI governance, and the role of community engagement in developing and auditing AI-based systems.
