Pierre-Louis Rolle

Pierre-Louis Rolle is a tech policy expert with 12+ years in the public sector, including as advisor to the French Minister for Digital Affairs. He led France’s digital literacy program that trained 4,000 advisors serving 3.5M citizens, created a GovTech incubator launching 50+ open-source products, and co-founded the NGO Code for France. Now based in Rwanda, he focuses on sustainable digital infrastructures & ecosystems.

Pierre-Louis Rolle is a digital governance and tech policy expert with over a decade of experience in leveraging technology for public good. As former advisor to the Minister for Digital Affairs of France, he designed and implemented national tech policies focused on digital inclusion, open source initiatives, and sustainable digital infrastructures.

Throughout his career, Pierre-Louis has demonstrated exceptional leadership in digital transformation. He led France’s digital literacy strategy, which successfully trained 4,000 digital advisors who coached 3.5 million citizens, directly addressing the digital divide and equipping citizens with skills to navigate information pollution. As Chief Data, Algorithms and Source Codes Officer for the Ministry of Territorial Cohesion, he developed open source and digital public infrastructure strategies as well as grounded products.

His innovative mindset led to the creation of a GovTech incubator that has developed more than fifty open-source products, providing practical solutions for public services. Throughout his various roles in government, Pierre-Louis has consistently harnessed digital technologies to drive territorial development and ecological transition, creating innovative solutions that bridge technological advancement with sustainable practices and local needs.

As co-founder of Code for France, Pierre-Louis has built strong connections with international open-source communities and worked extensively with the Open Government Partnership community. He has organized numerous hackathons and established vital knowledge networks across Europe and internationally.

Currently based in Kigali, Rwanda, he focuses on technology issues in East Africa, bringing valuable first-hand insights into diverse challenges and opportunities for digital public goods in different regional contexts

His career trajectory from local government to national administration demonstrates his commitment to ensuring equitable access to technology and leveraging technology for the public good.
